CAREER PROFILE:          

My most recent appointment was as Director of the British Red Cross: Gloucestershire Branch. Prior to which I ran my own consultancy in South Africa. For 30 years I was a Police officer retiring in 1995 at the rank of senior Superintendent. Before retiring I spent lengthy spells in South Africa as both an International Observer with a joint UN/EC mission, and as an advisor to the “Goldstone Commission”.

COURSES:

Throughout my police career I attended many specialist policing and management courses including community development, multi agency and partnership working, crime reduction, IT, financial management, performance management and media skills courses. I was twice selected to attend highly prestigious national command courses at the Police Staff College, Bramshill including the year long, “fast track”, Special Course. I also successfully completed the promotion candidate assessors training course.

Whilst employed by the British Red Cross I have attended various IT up-date courses and a course on problem analysis and planning. I successfully completed a Red Cross Overseas delegates initial training course.

EMPLOYMENT HISTORY:

8/96 – 6/01      9/96 - 7/01    Director: Gloucestershire Branch of the British Red Cross Society.”   Responsible for all aspects of strategic planning, unmet needs identification and user focused service delivery to the most vulnerable in crisis throughout the county, as well as maintaining an emergency response capability. Managing about 500 volunteers supported by some twenty full and part time paid staff. Responsible for all aspects of budgetary control, income generation and service delivery within the county.

9/95 - 9/96       Independent International Management Consultant & Consultant and Expert Police Advisor attached to “The Department of Conflict Resolution”- University of Cape Town.

Specialist in all aspects of General Management, Change Management, Community capacity building, Management of Information and epidemiological approaches to non-accidental injury reduction. Experienced in multi lingual and multi cultural environments. (See Profile)

5/94 - 8/95       Gloucestershire Constabulary: Superintendent, Inspectorate.

Force-wide responsibility for Change Management, Performance and Total Quality Management, Information Management (including statistics and performance indicators), Policy Review, Evaluation and Research. The Gloucestershire Management Information System won a major European award in 1995.

10/93 -5/94.    International Observer and Expert Police Adviser.  To “The Commission On Public Violence, Corruption and Intimidation” (Goldstone Commission), South Africa.  
Liaison with a wide range of International Agencies, State structures, N.G.O.’s, community bodies and even “terrorist” groups. Adviser to the S.A.P. regarding the security planning of President Mandela's election to Parliament, May 1994.

6/93 – 10/93    Gloucestershire Constabulary: Superintendent IT Department.
Responsible for the development and implementation of the Force Information Management Strategy.

10/92 - 6/93     International Observer.


Seconded to European Community Observer Mission, South Africa (ECOMSA).  Extensively involved in Conflict Resolution and Development of Peace Structures in support of the establishment of the democratic process. Formed very close links with community groups, NGO's, commercial and industrial interests, academics, media representatives, members of the diplomatic and political communities and other international bodies.

10/89 - 10/92   Gloucestershire Constabulary: Sub-Divisional Commander. 

Entirely responsible for the efficient and progressive management of both police and civilian staff, financial and material resources in a large rural area. Conceived and established a multi-agency group consisting of professional and community members for the Reduction of social vulnerability by using shared data, advanced mapping techniques and focused resource deployment.

5/85 - 10/89     Merseyside Police: Chief Inspector.

Led the Corporate Planning Unit developing organisational goals and evaluation strategy. Deputy Sub-Divisional Commander in a very poor area of Liverpool.
Multi-Agency Project Development: developed extensive community links in deprived city areas, particularly successful was participation in the Healthy Cities Programme, an international multi-agency project organised by the “World Health Organisation”. This project was long term and continuing and is seen as an exemplar of the lateral approach to policing and community problems. Set up and developed police-architect liaison with a view to the design of built-in security features, thus reducing both crime and the fear of crime.

1/83 - 5/85       Home Office/Her Majesty's Inspectorate: Staff Officer.
Graduate Entry Scheme and Recruitment, Extensive Liaison with UK Training and Higher Education Establishments, developed National database of Police Graduates, Recruitment Policy Adviser to police forces.       

4/74 - 1/83       Merseyside Police: Inspector.


Studied for degree, Major Event Planning, Led the Vice Squad, Patrol Inspector.

5/71 - 4/74       Lancashire Constabulary: Constable/Sergeant.
Uniform Duties and Criminal Investigation Department.

4/67 - 3/71       Royal Hong Kong Police: Inspector.
Public Order Unit Commander, Bomb Disposal, Special Branch, Patrol, Magistrates Court Prosecutor.

4/65 - 4/67       Metropolitan Police: Constable.

COMMENDATIONS:

Commended on five occasions, the subjects of which range from:
Skilled leadership and command ability, excellent teamwork resulting in the detection of major crime, detective ability leading to the detection of major criminals and two commendations for bravery – one of which was whilst seconded to the “Goldstone Commission” in South Africa.
